Any person who wishes to invite or accept bookings for private hire journeys from an address within Rugby is required by law to hold an operators licence issued by us. The aim in licensing private hire operators is the safety of the public.
The operator must be a 'fit and proper' person to hold a licence and is required to undertake an enhanced disclosure from the Criminal Records Bureau.
An operator is required to keep records of every journey and will be responsible for ensuring that the journeys booked are completed. We will only issue an operators licence if the premises are within the area of Rugby, and the operator can only use drivers and vehicles licensed by Rugby Borough Council.
New Applications
The following documents must be provided by the applicant:
(i) completed application form for a private hire operator.
(ii) four references, two indicating the applicant to be of good character and two business references indicating the applicants ability to run a business.
(iii) full details of the address from which the business is proposed to operate from.
(iv) confirmation of planning permission to use the premises as a private hire operating base.

Renewals
Private hire operator licences issued from October 2015 are valid for five years.
To renew a licence, you must submit an application form together with a fee based on the number of vehicles operated.
